Noise is not a problem of hearing alone
The display of firework and gunshots produce very similar blasts, hardly to distinguish with acoustical measuring technique. However, the lookers-on of firework display enjoys the optical and the acoustical spectacle with great pleasure. In contrast, gunshots in the vicinity of a training area are a noisy disturbance for the neighbours.
Noise is a complex phenomenon; of course with a strong physical or acoustical component. But noise also reflects sensation, the attitude to the source and the living situation.
We all make noise. We all suffer from noise.
Depending on the situation, we are on one of the two sides of the general conflict between the noise producer and the person concerned. For the dealing with this conflict - the so-called noise management - common rules provide objective criteria to assess the situation and come up with a fair solution for the conflict.>

Not in all cases, the standard rules yield a fair compromise. Creative and co-operative noise management sometimes means cross-disciplinary research und development including to set up new rules and establish them in the technical and administrative environment of immission control.
